The U.S. Embassy in Moscow is seeking an individual currently residing in Russia with the required documents for employment in country for the position of Senior Guard.

BASIC FUNCTION OF THE POSITION
The incumbent is responsible for monitoring all access to the U.S. Embassy Compound and ensures that all access granted to visitors is in accordance with RSO Access Policy. Senior American Embassy Guards also ensure that all screening procedures and security measures carried out by their FSN colleagues are properly executed by overseeing their operations at post.

QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. This information should be sent in addition to CV/Resume in English:
1. U.S. citizenship is required.
2. High School Diploma or equivalent is required.
3. One year of prior work experience in dealing with public is required.
4. Level V (Fluency) in written and spoken English is required and level II (limited knowledge) in written and spoken Russian is required.
5. Excellent interpersonal skills (i.e. ability to work calmly under tense conditions) are required.
6. Six months of security experience, or comparable knowledge of security practices are required.

SELECTION PROCESS
When equally qualified, Appointment Eligible Family Members and U.S. Veterans will be given preference. Therefore, it is essential that all candidates address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget and visa status in determining successful candidacy.
2. Must be eligible to receive a Public Trust Certification.
3. Current employees serving a probationary period are not eligible to apply.
4. Under a new Russian law on citizenship, dual citizenship is not recognized by the Government of Russia (GOR) unless a bilateral agreement exists; one does not exist between the GOR and the USG. (Bilateral agreements on dual nationality do exist between Russia and Tajikistan) Employees and/or Appointment Eligible Family Members (AEFMs) who may have dual citizenship should advise the Human Resources Office before applying for any jobs at the Embassy or at the Consulates General.

DEFINITIONS
1. Appointment Eligible Family Members (AEFMs): A U.S. citizen spouse or a U.S. citizen child as referred to in 6 FAM 111.3, who is at least age 18, and who, in either case, is on the travel orders of a U.S. citizen Foreign or Civil Service employee or military service member permanently assigned to or stationed at a U.S. Foreign Service post or establishment abroad. The AEFM must be resident at the sponsoring employee's or military member's post of assignment abroad, approved safe haven abroad, or alternate safe haven abroad. Other family members or dependents on the sponsoring employee's or military member's travel orders are not AEFMs for purposes of employment. (3 FAM 8212 b).

2. Eligible Family Member (EFM): 1. Children who are unmarried and under 21 years of age or, regardless or age, are incapable of self-support. The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship at least until they reach 21 years of age and when dependent upon and normally residing with the guardian; 2. Parents (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parents are at least 51 percent dependent on the employee for support (these parents are not authorized medical travel, see 3 FAM 1900, Appendix B-Old 3 FAM 686.1); 3. Sisters and brothers (including stepsisters or stepbrothers, or adoptive sisters or brothers) of the employee, or the spouse, when such sisters and brothers are at least 51 percent dependent on the employee for support, unmarried and under 21 years of age, or regardless of age, are incapable of self-support (these sisters and brothers are not authorized medical travel, see 3 FAM 1900, Appendix B-Old 3 FAM 686.1); 4. Spouse.

3. Members of Household (MOH): A MOH is a person who: 1. Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. foreign service post or establishment abroad; 2. Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3. Will reside at post with the employee. Depending on their residency and work permit status in a host country, they may or may not be legally eligible to work at post. If eligible to work legally and depending on his/her residency status, an MOH may be either Not Ordinarily Resident (NOR) or Ordinarily Resident (OR) for purposes of USG employment. This category also includes, but it is not limited to, family members of PAE and USPSC employees.

4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country, including the United States of America, who has shifted the main residency focus to the host country and has the required work and/or residency permit for employment in country. The person is in the host country as a citizen, legal permanent resident, or holder of a non-Diplomatic visa/work and/or residency permit.

5. Not-Ordinarily Resident (NOR): A non-host country citizen (U.S. or foreign national) who, although legally resident in a host country, is not permanently resident. AEFMs, EFMs, and MOHs on the travel orders of FS, GS, and Military Personnel officially assigned to post are generally the only individuals who are NORs and are eligible to work under host country law. These people have diplomatic visas, do not come under local labor law, and thus do not need a work permit.
